Bush was responsible.
Was he involved, or did he have any prior knowledge? Probably not.
How can he be guilty of a crime he didn't know anything about? He may not be guilty, but he is responsible. Big difference.
The President is responsible for everything what happens in his administration. Even if there was no conspiracy to "let it happen on purpose", there were some very stupid decisions that enabled the attacks. Those decisions were made under Bush's watch, so he is ultimately responsible.
The question of how one can describe the level of stupidity and the coincidence that it happened on multiple levels is one of credulity.

This is really several questions presented as one. Splitting it up into a few questions might help reveal some common ground.
Who was responsible for hijacking the planes and flying them into the world trade center? Islamic extremists.
Why did the towers collapse? The planes hit them. Anyone who contests this simply can't be trusted to take the matter seriously.
Who was responsible for failing to prevent those planes from hitting the world trade center? The US intelligence community and Bush government. They framed their failure as a simple 'lack of imagination' in the 9/11 commission report, comparing it to Pearl Harbor.
Why did the Islamic extremists feel compelled to attack the US? United States meddling in the Middle East.

All the evidence clearly indicates that Al Qaeda was responsible. All of the Saudis that were hijackers were part of Al Qaeda. The event was planned by Osama bin Laden, the head of Al Qaeda. Al Qaeda took credit for it.
You do have conspiracists who claim all sorts of nonsense from "the CIA did to" to "the Jews did it." I would file that talk in the same folder as those who think Hillary Clinton is a reptilian shapeshifter.

Well, there you have it. The propaganda has worked on you.
One of the things that tingled my conspiracy senses was that in the news, bin Laden was sold as the master mind, even before the second tower fell. And people think 'till today that he was behind the attacks.
But he never took personal responsibility, and he was never officially accused. The guy who was behind the attacks, if we believe the official version, is Khalid Sheikh Mohammed.
Yet, everyone and their grandma still believe it was bin Laden. And even people who should know better name bin Laden. Why?

Osama bin Laden claimed responsibility for the September 11 attacks in several statements. In a video released in 2004, he explicitly acknowledged his role and justified the attacks as part of a broader campaign against the United States and its allies.
