Please let us agree to U.S. foreign aid paid directly to the head of low-income households in Cuba, Venezuela and the Northern Triangle countries of Central America (Guatemala, Honduras and El Salvador). this might very well suffice as an effective economic incentive for them to remain in their native homeland, thereby solving many of the Western Hemisphere's migrant challenges.

This is exactly what I felt and feel we should do in conjunction with other countries, but please do remember that Trump cut all such aid to the Northern Triangle Countries. I think most Dems would be on board doing this but I'm far from sure the Pubs would be.
