What does it take to be be a devotee in Buddhism?

answer is:

To become a Buddhist is to take refuge in the Three Jewels, also called the Three Treasures. The Three Jewels are the Buddha, the Dharma, and the Sangha.

The formal ceremony of Ti Samana Gamana (Pali), or "taking the three refuges," is performed in nearly all schools of Buddhism. However, anyone who sincerely wants to follow the Buddha's path may begin that commitment by reciting these lines:

I take refuge in the Buddha.
I take refuge in the Dharma.

As far as i know it does apply to all buddhist schools that follow teaching of Buddha Sakyamuni, Those of the buddhist paths that follow other Buddhas or Bodisattvas i can not speak for,
What other Buddhas apart from Sakyamuni Buddha of Nepal 2500 years ago are there and who are Bodisattvas?

Buddha Sakyamuni is the Buddha we learn about in schools, But those who enlighten to the teachings do become Buddhas or Arahants, depending on what wisdom level they reach.
A bodisattva is someone who have taken a vow to get others to reach enlightement before they do them self, so they are cultivating just like other buddhists, but they taken a vow to teach others and guide them to become enlighten

IMO, it takes a Master, Mentor, Guru to accept one as a devotee.

One can read all of the books on a subject the wish, but that's not a guarantee of understanding. It takes one who has achieved enlightenment to teach enlightenment. Whatever that is according the the Master who is providing knowledge.

One can find the information in books useful, but can't guarantee a person is on the right path. Without guidance, an mentor, one can only assume they are on the right path.

Over the centuries since Buddha died how many Buddhas were created from the monks that joined the various Sanghas and how many Boddhisatvas came into existence to help others gain enlightenment?

If there was a single Buddha created that reached enlightenment the same as Sakyamuni Buddha you would have heard about him and worshipped this Buddha as well.
First of all i do nto worship Buddha, second of all not every buddha create a teaching. so no even i follow teaching of one Buddha i do not know every buddha ever arise.

Yes ofcourse one must also practice the teaching in daily life :) only theoretical knowledge does not go far but both theory and practice will go futher :)

As far as i know this count for buddha Sakyamuni (historical buddha) because he is not reincarnate in to our realm again, so if someone clame to be him, then it is a fraud

How I see it is that we are all humans struggling to get by. Even those who would teach you wisdom. There are none to be held on a pedestal, even Sakyamuni.
