As of now, neither China nor the US is heavily invested in AI research. Most of that is done by international corporations, IBM and Alphabet most notably.

Well, I would hope it would be done by someone who is intelligent, responsible, and knows what they're doing. If sci-fi is anything to go by, then the designers of Colossus, Hal 9000, WOPR, Sky Net, and the City Computer in Logan's Run (among many others) really blew it big time. "The best laid plans of mice and men," as the saying goes.

This is my prediction: The major powers will start producing robots with AI to fight wars to the point where the human populations may ultimately be eradicated. And all that will be left are robots from rival sides continuing to fight, destroy, rebuild, replenish, and then continue fighting without end - because that's what they were programmed to do.

Then some alien ship might appear and see what's happening and ask: "What kind of sick and depraved species must have existed on this planet to come up with all of this?"

The human brain is a test proven organic matrix, that routinely allows the birth of consciousness. Computer matrices are not yet capable. The way nature does this, is not with software and programs, since the baby may only have a small budding consciousness; not fully programmed at birth. Lower life may be different; full genetic program. The human baby will need to become more self programmed, as it matures. The brain does this with pliable firmware, instead of software.

In the case of the neural matrix, its brain's firmware blends hardware with software; information storage based on chemical changes, so any changes in information can impact the hardware. We can become sad by a death of a loved one and get depressed. If we dwell on this too long, this can cause a chemical imbalanced, that may need a prescription drug or psychology talking, to change. It would be like an AI altering its video card, to get better resolution, since the dividing line between neural hardware and software is blurred and it needs better data.

The trick in terms of life and consciousness is connected to entropy. Neurons expend the lion's share of the neuron's energy budget; 90%, pumping and exchanging sodium and potassium ions. This segregation of these two cations adds energy to the membrane, and lowers the ionic entropy. These ions prefer to blend in water and not stay separated. But the ionic pumps buy segregating them, creates an entropic potential; potential with the 2nd law. There is an induced natural potential for the brain to increase complexity, via the 2nd law, consciousness, as the ionic currents lower potential and blend to increase entropy.

Neural memory is very different from semi-conductor memory. Whereas, semi-conductor memory is designed for stability for long term storage and stable read and write, neural memory due to the neuron energy going into the membrane, is high energy memory. Brain waves are the brain discharging memory to lower energy and higher entropy.

Computer AI development would benefit by a new memory design, that is similar to neurons. If we had computer memory, that stored information at high potential, it would be very unstable, wanting to discharge. If we left it for ant time, the memory would self change and reorganize based on potential.

Like the neuron, we would then need to reset the memory to higher potential, after the changes were made to memory. Then we would let it discharge again, and then crake up the potential again, etc. The result will be like a fountain of renewing and advancing consciousness.

As a fountain analogy, we use energy to pump the water to the top of the fountain. There is had gravitational potential. It then falls back, naturally via gravity, cascading down the trays of the fountain, to lower and lower potential, and then into the main pool for recycle; pumped back up to the top. This continuous foundation makes our conscious aways always appear similar, yet always unique and changing. The fountain also starts to carve itself with the water and evolve.

All out sensory systems are designs to fire neurons, which helps to get the neuron discharged. Our senses help the 2nd law and were inevitable, since entropy has to increase. Entropy computers may be the future with our voice commands, triggering discharge so the computer can learn and create; brain storming.
