Can you please explain to me "Al Taqiyya"? Is there any Qur'anic chapter and verse that says about this concept?

The allegation that Islam allows to say false to spread Islam has been around since long.
This allegation is not right.

In fact no religion from God in its nascent form allows such policy.

We do not see Hazrat Moses (a.s.), Hazrat Jesus (a.s.) and Hazrat Muhammad (s.a.w.) and his ardent devotee Hazrat Promised Messiah (a.s.) and Khalif-s and companions doing so.

[41:31] As for those who say, ‘Our Lord is Allah,’ and then remain steadfast, the angels descend on them, saying: ‘Fear ye not, nor grieve; and rejoice in the Garden that you were promised.

Lies and hypocrisy are forbidden in Islam.
"The Holy Quran stresses the need for truth so repeatedly and so forcefully and we see this in the life of the Holy Prophet so brilliantly illustrated that there can be no doubt in any one’s mind that the so-called philosophy of taqiyya or anything like it could be taught by Islam, the Holy Quran or the Holy Prophet Muhammad (sa).

Hypocrisy is so vehemently condemned in the Holy Quran that it is one of the earliest things talked about and then repeatedly stressed again and again."

The verse generally cited for in favour of Taqiya philosophy is:

[16:107] Whoso disbelieves in Allah after he has believed — save him who is forced thereto while his heart finds peace in the faith — but such as open their breasts to disbelief, on them is Allah’s wrath; and they shall have a severe punishment.

In this verse the case of a person recanting his or her faith is mentioned but permission to lie is certainly not given. A verdict is reserved for such people as cannot find the strength to bear extreme torture.

In life, there has always been a battle between good and evil...The good people when they find the truth they will follow it...The evil ones follow their selfish desires and want to establish their tyrannical rule on earth...they use violence and brutal means...

Throughout the history, the majority of the ruling regimes where dictatorships and tyrannical...They will never believe in free of speech or freedom of religion...

For instance, when Wahhabis from ISIS abduct a man and his wife...They will ask him about his religion...Should he say I am Shia Muslim or I am Christian?! in this case they will chop his head and rape his wife.

He must claim to be a Wahhabi...may be they will believe him and spare him and his wife...

This is Taqiyya...It's a very institutional human reaction to face the tyrants...

It is very clear in the following Quranic verse:
"[16:107] Whoso disbelieves in Allah after he has believed — save him who is forced thereto while his heart finds peace in the faith — but such as open their breasts to disbelief, on them is Allah’s wrath; and they shall have a severe punishment."

What is "severe punishment" from Allah?

The verse is talking about people who know for certain that Islam is the right religion, and despite this, for evil reasons, they decided to leave what they know is correct and follow what they know is false...

So we are talking about apostasy...Islam laws regarding apostasy are clear...
To understand these laws, one must realizes that Islam is a religion and a state...

So by moving to the OTHER SIDE, one is betraying the whole state and represents a danger...

despite this...
Islam does not punish Muslim converts or females with capital punishment for apostasy...

..
The interpretation of the verse will be related to what I said...

I only remember some verses about it.
One to save his own life :

16:107 Whoso disbelieves in Allah after he has believed — save him who is forced thereto while his heart finds peace in the faith — but such as open their breasts to disbelief, on them is Allah’s wrath; and they shall have a severe punishment.

Or for a tactic against the ennemy :

8.15 O ye who believe! When ye meet those who disbelieve in battle, turn not your backs to them.

8.16 Whoso on that day turneth his back to them, unless manoeuvring for battle or intent to join a company, he truly hath incurred wrath from Allah, and his habitation will be hell, a hapless journey's end.



Other than for those reasons we can't lie or dissimulate our faith (exept to avoid discriminations).
This is a big sin to lie an to treach on people for money or another reason (except avoiding problems like saying mean things to people like you are ugly, fat etc which only bring problems even if it's true )


8.58 And if thou fearest treachery from any folk, then throw back to them (their treaty) fairly. Lo! Allah loveth not the treacherous.

7.85 Lo! a clear proof hath come unto you from your Lord; so give full measure and full weight and wrong not mankind in their goods, and work not confusion in the earth after the fair ordering thereof. That will be better for you, if ye are believers.

11.84 And give not short measure and short weight. Lo! I see you well-to-do, and lo! I fear for you the doom of a besetting Day.
11.85 O my people! Give full measure and full weight in justice, and wrong not people in respect of their goods. And do not evil in the earth, causing corruption.


83.1 -2 Woe unto the defrauders: Those who when they take the measure from mankind demand it full,
83.3 But if they measure unto them or weight for them, they cause them loss.
83.4 -6 Do such (men) not consider that they will be raised again Unto an awful Day, The day when (all) mankind stand before the Lord of the Worlds?

5.2 (...) And let not your hatred of a folk who (once) stopped your going to the inviolable place of worship seduce you to transgress; but help ye one another unto righteousness and pious duty. Help not one another unto sin and transgression, but keep your duty to Allah. Lo! Allah is severe in punishment.



And there's many other verses and also hadiths like that.
