Always seem to have lifeless eyes, seriously they just look so empty with no emotion at all.

I don't think that is usual. At least, I've never noticed it.

Shiva's expression is generally very tranquil. He is seen in meditation much of the time. So the lids are half closed.

Kali is generally depicted as a being creepy. Her eyes are often not very expressive, making it more creepy.

But other deities are pretty expressive.
