Are There Any Lawyers in the House?

I have some very important questions, that are on a time restraint, and before dishing out the mucho bucks to visit a lawyer in my home town, I figured I'd see if lawyering up was even necessary.

Here's the story (any help would be extremely appreciated):

I'm planning on taking Justyce to Disneyworld in August, and he doesn't yet have a passport.

I'm working on getting him one, but someone told me that, for some reason, I need a letter from his father, stating that he agrees to me taking Justyce out of the country. I don't understand this. Corey hasn't seen, or tried to see, or contacted whatsoever in 11 years. I don't receive child support, and literally, haven't even spoken to him since Justyce was two months old (his choice, not mine).

Do I really need his permission to get Justyce a passport and take him out of the country? Even on the passport application, it says I need his signature as well. But I figure there must be some kind of loophole for people in my situation... I wouldn't even know how to go about contacting him, at this point...

Any help? Do I lawyer up? What do I do?

All legal documents that refer to custody, the mobility of, or access to the child must be provided. If a divorce has been granted, a copy of the divorce judgement or order must also be provided. Where a joint custody provision exists, either parent may apply, but both parents must sign the application.
The way I am reading it, that would only apply if you have joint custody. If he is not obligated to pay child support then you probably do not have joint custody. I would definitely bring your divorce/custody order in with you when you apply. Bring an extra copy in case they want to keep it too.
