Never watched it before, seeing the intro with the big party so far, but I noticed something clear out right away: Crappy CGI. Was it intentionally meant to be CGI movie like Shrek or a CGI movie made to look realistic like avatar? If the former, I will not downrate it. If the latter, really failed.

However, I do notice another: It's kind of an illusion because I can see it both looking realistic and both CGI-istic. I think it'd be the perfect graphic setting for a video game (unless video games are more advanced in graphics, haven't played one in a while so I forgotten).

Also; Why was it down in CGI? Why not hire real actors for the parts they can?

According to Wikipedia, they were trying something new:
Sony Pictures Imageworks created the animation for the film, with visual effects supervisor Jerome Chen overseeing creative and technical development for the project. Animation supervisor Kenn MacDonald explained that Zemeckis used motion capture because “Even though it feels like live action, there were a lot of shots where Bob cut loose. Amazing shots. Impossible with live action actors.
