Black neighborhood also lack medical clinics/hospital due to the consequences of seregation and the way public services are financed in the US.
I can tell you one thing that it is not any organization's policy to use race as a consideration in vaccination opportunity. The article mentioned mistrust by blacks to be an issue.
So this is all playing the tired old 'those racist whites' fiddle to me. Just people starting trouble wherever they can.

Because the medical field has a history of inflicting horrible abuses against them. I barely trust them and I haven't been through anything compared to them.

Where? I've lived in the hood for most of my life (not at the moment) and a hospital is always just minutes away, and there's a health center (the major one that takes state and federal funding) right in the middle of Downtown where many of the shelters and homeless are. They take walk-ins and don't care what your income is, as well. That's in Ohio.

But the reasons are probably similar to the causes in the UK, where we see the same.
Partly lower levels of education among poorer communities, exacerbated by the misinformation about the disease and the vaccines so assiduously put about by the Right over the last 12 months.
Partly that poverty makes it harder to get to vaccination centres. Not every one has a car and US public transport is fairly lousy, at least in my limited experience.
And partly, in the case of working age people, being able to make and keep vaccination appointments can be hard for people with inflexible working conditions and families to look after (esp. if single parents). This last one has been found to be significant in explaining why the take-up of all vaccines is lower in poorer communities in Britain.
So clearly it's a scandal that Biden has not sorted all this out in his first week, right? What we need instead is a Republican president, who will sit back and twiddle his thumbs while all this goes on. Obviously.
Why is what is going on? Threads created with the intention to reinforce or deepen the tension, divide, and animosity between liberals and conservatives?

I dunno. There have been many incendiary threads, probably in the hundreds already directed at conservatives but this time, its different, its now directed at the man in charge who is not a conservative. Double standard?
This time its an issue that actually is happening. Biden, who is claiming to promote equality and fairness, already has this happening right out of the gate. This stuff is supposed to be planned and it again, like expected, it not well thought out and even ignorant of facts.

Actually, I bet he is, seeing as he has appointed a science adviser to his cabinet.
Animosity towards the basket of deplorables and the complicit is good and necessary, despite the fact that it impedes the liberal slide back to its white privileged comfort zone.

Well if you want a comparative table and discussion on the subject of healthcare and race in the US. I can propose you the following sources. African Americans do have lower life expectancy, higher handicap rates, higher child mortalit rates, higher childbirth mortality rates than whites. There are no clear genetic or epigenetic explanation for this and it can be explained by lower access to quality healthcare.

It takes a lot of work, and many positive encounters with healthcare providers. It's not an easy process to undue something so deeply ingrained.
