I see. All Saddam wanted was a solution to the "terrirorial disputes" between him and the emir of Kuwait. So he invaded and occupied Kuwait, then reassured everyone of his benevolent intent, giving his troops time to dig in and forestalling a counterattack by Kuwait's allies. Then he sets up a summit to meet with other Arab leaders, thus completely eliminating Kuwait's voice from the equation altogether. Something tells me that the summit would not reach a conclusion in a timely manner, nor would it tell Saddam to withdraw from Kuwait. What a crafty fellow.
