Probably not what you are thinking. Galations is very negative about Moses law. If you move your finger down to 3:10 it points out what kind of bewitchment he means: "...For as many as are of the works of the law are under the curse..." The 'Bewitchment' is that they are returning to keeping all of the kosher rules and so forth. This is one of many ways that Galations seems different from the other letters such as Romans. Romans mentions how important circumcision is (or was?) for the Jews. Therefore this 'Bewitched' is a figure of speech. Why this figure? I don't know, but I think people referred to drugs as bewitchment. Probably he's just using it as a figure like if he was saying "What are you smoking?"

Uncircumcision is what Galations is primarily concerned with:
"But contrariwise, when they saw that the gospel of the uncircumcision was committed unto me..." Gal 2:7​

So I don't think Paul is implying that witches are attacking. He's saying that these people have begun trying to keep the laws about rituals including the rule about circumcision for Jews, but they are not Jews. Is this the same Paul who writes Romans? It is confusing, because Romans chapter 3 says circumcision has a lot of value, whereas in Galations the author calls it a bewitchment for Christians. It could be the same person talking about the law being good for Jews but bad for Christians. Its not about witches though.
