One of my ex-pastors (female) had earrings. So, I guess she could. Nobody complained, really. Alas, she was not Anglican, but Lutheran.

What about male priests? Can they?

I assume that you mean body piercing as in piercings that are not just earrings or nose rings?

Would it be helpful to know that Israelite women had earrings and nose rings?

Piercings of other body parts these days has connections to 'the dark side'. It is not unusual to see people heavily tattooed with very demonically inspired images with mass piercings of various body parts as part of attachment to that culture, so someone with any reverence for God would not want to associate themselves with that kind of body art or decoration.
Tattoos were forbidden in Israel. (Leviticus 19:28) These were associated with pagan death rituals.

I'm not sure, I do know what they definitely can't do: officiate in an Elvis costume.

An Anglican priest near Toronto refused to stop doing this. He eventually got defrocked. Now he has his own church and runs in elections as a fringe party candidate.

Tattoos were forbidden in Israel. (Leviticus 19:28) These were associated with pagan death rituals.

It was also forbidden to have steps leading up to an altar, but you can find this in many modern churches.
