Yes, many species of animals can count.
Up to what number?
I don't know, but if other animals could count, we humans might be in trouble. Someone could call together a meeting of the animals and shout out "Can you count suckers!? I say the future is ours, if you can count!"
I'm not sure, but studies have shown them counting at least into the teens. Here are a couple of interesting articles...

At night, before bed we give the cats 3 wiskas irrtisistable treats.
If i get out a handful and drop 3 in front of each cat fine.
If I haven't scooped up enough and run out at the count of 1 or 2m The cat will look at me, look at the short treats, look at me and give me most evil look.
Occasionally a fourth will slip through. Whichever cat gets the extra suddenly becomes shifty and tries to hide their pile from the other cats.

Definitely. Think of the mathematics involved in making a intricate spider web or bees making the cell of a honeycomb or wasps creating a hanging nest with the structure to support it.
There's some solid science behind the fact that animals can indeed count.
