In some cases, it should be encouraged. I think what the President has said is that he will not decide the fate of the Dreamers, that is up to the Congress.
Unlike his narcissistic predecessor President Trump says that this has to be a Congressional decision not something to be dealt with by executive order that can be rescinded by the next President.
