If they have to go back to the back of the line to obtain Citizenship that means that they would be recognized as "legal" immigrants. That is the only option other than deporting them. If they are now considered "legal" immigrants they can get a green card or Visa. Is that not correct?

No. This is incorrect. They have to return to their country of origin if they are forced to "go to the back of the line". That is a requirement when trying to get a Visa or a Green Card. But, they could always legislate for an exemption. That is why I ask whether you were advocating for such a change.
