Speaking to CBS, Charlie D'Agata contrasted Afghanistan and Iraq to "relatively civilized, relatively European" Ukraine where "you wouldn't expect [war]" to happen:

I'm not sure whether this was merely a poor choice of words or an expression of desensitization to the suffering and deaths of people in "less civilized" places like Afghanistan and Iraq, but either way, I find it to be a stark reminder that everyone should focus on the value of human life and well-being regardless of country or ethnicity. As an Arab who has been deeply affected by the war in Ukraine, I find the comments disappointing at best.

It was certainly a poor choice of words. And I don't think it was mean as a stab against any middle eastern countries, but I can see how and why it would be considered offensive.
