Agree with both of these statements.
Corruption is always present to some level, but it has to be controlled. I've lived in a truly corrupt region, once. Not ideal.

Important point. As much as I am big on personal responsibility, there are systemic issues that should also be addressed if we're after any sort of meaningful change, and not just a band-aid on one particular sore.
