Well he clearly wasn't a responsible gun owner if the gun is in his pants like some thug as opposed to a holster where it belongs (with. They even make them for the inside of your jacket if it's an issue with displaying it openly.
Edit: and I'm gonna assume there wasn't any kind of safety on (or was otherwise in a 'ready' state) so that isn't responsible either more so when it's not secured properly and hard to get out. Holsters are designed to give another guard against the trigger as well as make it easy to grab the freaking handle correctly and not shoot yourself.
