Cabinet secretary Bo Waters has revealed, for the first time, Obama fears Trump's ascendancy and his influence over the country. Activating the little-used clause in the US Constitution that the president may declare martial law in times of trouble, Obama has decided that this is that time, and Trump's vote will not be permitted on the ballots. To quote "A vote for Trump is a vote for chaos." FEMA concentration camps are already being activated and FEMA managers called up to prepare to assist with public order.

I am attempting to find more information about this, but your post here is the only thing I am finding that mentions a "Bo Waters" and doesn't mention Ben Carson.
