The story of Babel in Gen. 11 is sandwiched between two chronologies--- from the sons of Noah to Peleg and Joktan in Gen 10, and then a a recap of the generations from Shem (a son of Noah) to Abram (Abraham).

It never says specifically when the tower was supposed to have been built, or when the division of language was supposed to have taken place, but there's a clue in Gen: 11:25

"Two sons were born to Eber:
One was named Peleg, because in his time the earth was divided; his brother was named Joktan."

Peleg would have been Jacob's Great/Great/Great/Great/Great/Grandfather.
