The Theory of EI

I'm not exactly sure what to make of this theory proposed by the well-known microprocessor engineer Bill Mensch. An excerpt:
Philosophers have yet to provide a generally accepted account of consciousness and its origins, especially human consciousness. I posit that the foundational functions of embedded intelligence, SPCA, underlie the consciousness of all that exists, from its most rudimentary to its most complex or evolved forms, including the Universe in its entirety itself.

Some of his thoughts on conventional religion:
One can see here how a personal God enters the picture in some peoples’ imagination and myth creation. A myth is a good thing. A myth sets the bar at an unlimited unachievable height, a goal to be strived for by humans.

The time is now to re-view and re-new the understanding of all significant philosophies, beliefs, myths, religious documents, and scientific understandings and orthodoxy under the microscope of The Theory of Embedded Intelligence aka The Theory for the benefit of all.

What do you think?

Why would it be the job of philosophers as opposed to being the job of biologists to provide an account of consciousness and its origins?

What's wrong with striving for achievable goals? Either way strive for the achievable or unattainable you still only achieve what is achievable.

What is the "theory for the benefit of all", what makes it a theory at all in the scientific sense, and why should we revise scientific understanding in the light of anything other than facts?

In my opinion.

I don't know, perhaps "inspired to achieve more" would have made more sense?

I wouldn't call it a theory, it seems like more of an alternative way of thinking; a perspective. Who knows, he kind of goes all over the place. o_O
