Faiths of Abraham: Does a Person Need To Believe in God to Commit Blasphemy?

So what do you guys think? Does a person need to actually believe in God in order to commit blasphemy? Or can a non-believer actually commit it.

I'd like to know what people think about this. Mostly because I wonder if someone who doesn't actually believe in God can actually blaspheme God.

I don't think you can blaspheme God without knowledge of scripture, or what may **** him off. However if you know the scripture, and willingly go about commiting acts of blasphemy, then you may be guilty.
