Americans are shock because of a leak of its confidential information about its intelligence activities!,it's supposed to ba as a confidential. American's aren't exactly shocked about what Snowden did.
According to a recent poll:
39% of Americans are opposed to the NSA's program to collect data on phone calls.
48% of Americans are opposed to charging Snowden with a crime.

I think he could have done it another way.

Giving out secrets under notions of freedom and then running to places like China and Russia dosent mesh well.

It makes for mixed signals.
