Yeah, none of the active staff (i.e., the volunteers) have access to the forum's database or any other part of the backend.

If there's an add-on that lets staff read PMs, it's not one that RF has. :D
One the add ons I've saw that xenoforo allowed at one point(not necessarily RF just in general googling), its unmaintained now, is the ability for a staff member to log in as another user. This was a limited ability when it was maintained as in you have to have a specific reason in order to access it else the software wont grant you permission to.

So i reckon with an add on its possible but i can't really see staff on RF spying on people like that in the pms unless they had a really good reason like if a user was known to harass folk in pms.

@Debater Slayer
Question that just popped in my mind. Some forums have keywords that if those keywords pop up the message is automatically reported by the software. Is this the case with RF?

Ah ha! Finally found the reason folk thought that...
Seems back in 2013 the rules were different and staff could read any convo...it used to be inthe terms of service that theu could

All Content you submit or upload may be reviewed by staff members. Do not submit any Content that you consider to be private or confidential including in the Conversation section
I dont know when that changed.
Reading the terms and service now...

All content you submit, upload, or otherwise make available to the Service ("Content") may be reviewed by staff members. All Content you submit or upload may be sent to third-party verification services (including, but not limited to, spam prevention services). Do not submit any Content that you consider to be private or confidential

It no longer singles out conversations...big difference.

Edit to clarify: Looking at the other posts in the thread some the mods meantion reading convos. So it's obvious whoever created the terms of service wanted that known. However now it says all content...it doesnt meantion specific reading of convos. Because now while they could read convos it's no longer all convos. It's just ones that are reported
