H.R. 6393 Sec. 501.-Funding a Commitee to Counter Russian Propaganda

Parchment

The Bill:
H.R.6393 - 114th Congress (2015-2016): Intelligence Authorization Act for Fiscal Year 2017 | Congress.gov | Library of Congress
Partial of sec. 501:
"501.
Committee to counter active measures by the Russian Federation to exert covert influence over peoples and governments
(a)
Definitions
In this section:
(1)
Active measures by Russia to exert covert influence
The term active measures by Russia to exert covert influence means activities intended to influence a person or government that are carried out in coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly, including the following:
(A)
Establishment or funding of a front group.
(B)
Covert broadcasting.
(C)
Media manipulation.
(D)
Disinformation and forgeries.
(E)
Funding agents of influence."

Interesting bill inclusion especially considering that many of our our own domestic news outlets have been doing exactly the same thing for years including attempting to influence elections, maybe the U.S. media giants are afraid of a little competition? It is no secret that Hillary Clinton and her election team has not only blamed the American F.B.I. but also unnamed Russian hackers and Russian propagandists for her loss and this interesting speech before the election:
DOES CONTAIN PROFANITY
Now we could dismiss this as politics as usual, fear mongering, finger pointing, and whatever other tactics to manipulate voters by H.C. but now we have a bill that was passed almost unanimously that will most likely fund further efforts to curb so called propaganda from Russian news sites.

And how exactly would said propaganda from Russian news sites be curbed?

I hope the government is not planning on being in the business of picking and choosing which news sites Americans are able to access.

They already give different treatment to liberal vs other sources under campaign finance laws.
They use the value of an "in kind contribution" as a limiting factor on news & talking head
types.....if they're not liberal.

It's funding for international operations, not domestic.

That is a good question and it appears that this bill is setting things up for the possible eventuality of censoring and blocking news sources that doesn't agree with approved news sources which I see as a dangerous road to start down. I'm pretty sure there are agencies that have been monitoring certain sites and who visits them for years, the difference now is that over the last few years they have been attempting to formalize and legitimize it, now they have a piece of paper making it legal instead of hiding it in the shadows.

It all goes in line with the CIA report that Russia has been rigging elections of other nations. Of course Trump doesn't like our intelligence talking about Russia.

Trump, CIA on collision course over Russia’s role in U.S. election
Would be nice to see what exactly the CIA is accusing Russia of doing. 'Meddling' or 'interfering' is very vague. This could be as small as propaganda on Russian news sites, to as large as full-on state hacking. That and actual evidence would be good too.

I suspect this is a case of ambiguity allowing pro-Hillary anti-Russian types in Obama's administration to make political hay by characterizing the ordinary as nefarious. The US has meddled in the elections & affairs of other countries to a far greater extent than is being claimed here, yet they find this perfectly acceptable. Russia in particular has claimed such Americastanian meddling.

The Fed's lack of proffered evidence might even be due to actually having evidence, but its being embarrassingly uninteresting. I don't trust a government which tells me to believe some self serving factoid based upon faith in their authority & honesty.

Twilight Hue

Twilight, not bright nor dark, good nor bad.
Russia and the United States have been batting the ball as long as I can remember.

Seems pretty much par for course.

The one that is pulling the strings is Soros. He has been causing a lot of problems in the past. I believes that he and the Saudi's government were the ones that were supplying ISIS. But Soros most likely told Obama to veto the bill that will allow the victims of the 9/11 incident to sued the Saudi's government for their involvement of financing these terrorist groups. He is the Antichrist, or the eastern ruler, because he is pulling their strings as well as the rulers over here. Barack is probably Soros gay lover. I doesn't has any thing against homosexuals, except for those that has something against me being straight. I believes that homosexual has an hormonal imbalance of some sort, and that some of them did not choose that lifestyle, but born like that.

They better call up Maury show to find out who is really Barack X's daddy.

Is George Soros Gay? I've never seen him with a partner but his early work in Tides really pushed gay issues?

I doubt intelligence wants to just spell out what's going on. The intelligence community says they don't want to jeopardize being able to gather similar intelligence in the future.

Which elections have we meddled in, our own. We are talking current events.

Should the Feds just tell the public everything they know. They seemed to be interested in doing so when it was anti Hillary.

I can't speak to current elections.
Such things are only to be seen thru the lens of historical revelation,
eg, our 1953 overthrow of democratically elected Mosaddegh in Iran's secular government.
It was only in 2013 that the CIA released the documents.
(Some had been leaked earlier.)

I only say we shouldn't trust them, especially when it looks politically motivated.
When the evidence is sketchy & secret, I'll remain agnostic.
