Bleak but sadly accurateSadly, the first rule of politics in a democracy is that "you can't play if you don't win". So step number one is to win. If you don't do that, there is no step number two.
So every wanna-be politician in a democratic system immediately faces the dilemma of what values they are willing to sacrifice in order to win a seat in the table. And it becomes very easy for them to tell themselves that they must do whatever it takes to win, so that they can make "good" on it later, after they're in that seat. And the end result is that they have agreed to sacrificed their integrity before they even got in the door. Making it just that much easier for them to do it again, next time around. Always telling themselves that they will make good on all those lapses of integrity at some point later on.
