Excellent question! I was also wondering if the vaccine would mess with endorphins.

The thought occurs to me that courts, instead of sending heroin users to prison, could require them to be vaccinated every six or so months -- perhaps in conjunction with other programs to rehabilitate them.

The 'other programs' would be a must. Otherwise you'll end up boosting liquor sales, or gambling rates, or ice use...
