According to legend a Tulpa is an artificial being or "thought form" created by those who have either meditated for prolonged periods of time or mastered some ancient magic: this Tulpa is often invisible but may become visible if its creator is strong enough to will them into existence, much like the Golem of Jewish folklore a Tulpa was considered dangerous and often grew bold and out of control - it was not uncommon for stories of Tulpas to turn sinister and even violent as the entities took on poltergeist characteristics or (in extreme cases) became almost demonic and capable of physical harm to others.

Once a Tulpa grows mischievous or violent it is said that only its creator holds the power to erase it and as such it is seen as vital for them to do so, some tales say that those who fail to do so may even become the final victim of the Tulpa.

Likely not true. I've never heard of such a thing. I've been into Satanism, Luciferianism, diabolism and the like since the late 80s. Mainstream Satanists usually reject the concept of tulpas outright. Really, there could be tiny groups or individuals identifying themselves as Satanists who believe such a thing as you have described. I just don't know about it and find it suspicious of a lack of occult knowledge. Not trying to say anything negative against you either.

My gut reaction from my limited experience with the occult and from what I know of people?

I believe a person and even groups can create thoughtforms. Thats the basis for things like pop culture deities and some forms of chaos magick. That also may be how some deities are formed from large cultures creating them in the collective consious. However these thought forms arent infinitely powerful and id even say they arent more powerful then the people that made them. Assuming they mean God as in an omnipotent being like an abrahamic deity...an infinitely powerful being and not like a popculture deity or something similar...

Impossible. They could make a reflection of what they think that deity is. Human minds are powerful and humans can do powerful magick. But it would be just that- a reflection and only what the caster thinks that being is like. They would not however be able to create something that is that powerful...How can one make 1% less then a God that is infinitely more always more? What is one less then infinity? How can a human mind comprehend that even?

One can create a god. But not anything like the Abrahamic God. Too powerful. Too infinite. Human mind can't process it to create it.

That's based again on my own understanding of the occult.

Here's what I think- the Satanist you describe was trying to **** with people. Scare them and subverting norms to mess with them. I mean...making God then turning them into a Satanist? Claim to even weaken them?

Saying that is going to provoke people. Some Satanists love doing this. It's fun. Some people really enjoy ticking people off and an added bonus of misleading others. Not all Satanists are like this but it seems to me that that's what the person was doing if I had to guess.
