IRS Data Leak from Unknown Source

I watching this online video from the Forbes channel. Its a video of a US Senator explaining before Congress that information leaked to Pro Publica magazine comes from an unknown source, that the FBI does not know how the data was leaked, whether it was accessed by a foreign government or even how extensive the leak was.

All US income tax information may have been leaked. The FBI does not know.

The senator comments that US citizens have a right to privacy surrounding our tax information, but he does not address that the income tax is already an invasion of privacy.

I am a little confused here, I would have thought it was the IRS that were responsible for the security of the data they hold, not the FBI. Surely it is the FBIs job to investigate the leak and attempt to find its source.
Why is this senator gunning for the FBI?

Well, that seems to be a natural step in this "New Normal" plan/world created by Klaus Schwab (and other elite?) for the whole world... in which he says "you own nothing, but you will be happy". Of course the elite, like Klaus Schwab will own a bit more than nothing)

Definite your "privacy" will be gone when shifting into China2.0.
