Religion begins with factual revelations which become true sooner or latter. Codes of best way of living in world, are taught by God which at relation with God and God's creature, and preparation for Hereafter.
As time passes, various type of people, mafias, opportunists etc use a true religion as tool for their own political or other motives. It is the time when you can say that a religion [which was true in start] has become fiction now.
If God wants to preserve the original religion, He sends reformers which struggle to bring the religion back to its correct shape and creed. Otherwise the deformations continue to increase as fiction.
