Is silence and emptiness the foundation on which everything is built?

Depends on the subject, I believe.
Our brains wired in a special way and it's different from one another. Some might inspired by the silence, others by the sounds surroundings us. Some inspired by a total emptiness, while others by an existent object. And there's some that inspired by both.

However, if the subject is God, then no clue yet. I'm not His spoke-person and it takes more than a lifetime to understand how he works.

As a former contractor, I found concrete or cinder block to be a much more effective foundation than silence and emptiness.

But seriously, in my view, what "everything" is built on is ineffable.

Is silence and emptiness the foundation on which everything is built?
You need space in order to have vibration/sound, so vibration/sound is not the foundation (it requires something else.) However, this does not by any means mean that silence or emptiness is the foundation, either.
