Strictly speaking, the texts are “for” their intended audiences — race, creed, color notwithstanding.

I believe Arabs might have been reluctant to receive a Jewish book so they were given the Qu'ran to ease them into it.

The Quran is meant as a replacement for the Jewish texts, which according to the Quran are corrupted.
