The nation will soon see what life will be like when a big urban center gets shut down by a disaster. After the looting the scamers will be out to bilk the general public out of their money ...
... and people like you will cynically highlight such activity and say little or nothing about the untold acts of heroism, charity, and simple kindness that typically follow such disasters. "What a piece of work is man. ...."

While your kind will wallow in maudlin & relentlessly positive acts of heroism, charity, love & kindness,
you uncynically leave it up to someone else to step up to the task of illuminating mankind's darker under belly.

Why shouldn't I be cynical about human behavior? Every time a major disaster hits a large urban area the looters arrive to take advantage of the situation. Then when it is time to rebuild the scammers arrive, in all areas, to take advantage of the less fortunate, take their money and fail to do the job or do such a shoddy job that it has to be redone at the owners expense. Yes, we know that there are many untold acts of charity, kindness, and neighbor helping neighbor; However, the a**holes that take advantage of a bad situation overshadows the good that people do.

Then when it is time to rebuild the scammers arrive, in all areas, to take advantage of the less fortunate, take their money and fail to do the job or do such a shoddy job that it has to be redone at the owners expense. Yes, we know that there are many untold acts of charity, kindness, and neighbor helping neighbor; However, the a**holes that take advantage of a bad situation overshadows the good that people do.

Thats just how Americans handle things. It isn't a human behavior thing is is cultural and we could learn a thing or two about how to handle disasters from Japan.

Looting seems to occur in various countries, except in Japan and those countries that have a, how should I say, a very reactive response to civil disobedience. I did not intend to say that the US is alone in this cultural malady, take Egypt for example during the Arab Spring. Looting appears to occur more often in areas of economic hardship, and where there is not a sense of civic pride. Go back say 30 years and look at the natural disasters and where they occurred. Then look at the response of the local community. This problem is directly related to cultural and economic, not either but both, situations.

Is this problem somehow related to the "the world owes me" mentality, or the permissiveness of our society, or both. I know for a fact that back in the early 50's that "looters will be shot on sight" was a policy. Can we do that now? No, that era has passed, but what will it take to change the cultural ideas that foster looting from your neighbor?

I don't think it's a universally American thing to loot & scam.
Some communities suffer from it far more than others.
