You said you would have no qualms partaking in voyeurism.
Or stopping bi, lesbian and gay teens from ogling their peers. It's not like sexual harassment can't happen in a bathroom where everyone is the same sex.
But they don't care about that. The intention was to suppress gay and trans identities in teens from being affirmed, not keep people safe from sexual misconduct.
If they really wanted to keep teens safest from the larger threats of sexual harassment or assault, they'd stop taking them to churches.

It always says a lot more about those believers who need a security cam and threat of punishment to not do the wrong thing than non-believers who can find reason to not do the wrong thing even if nobody is watching.

You didn't ask "why it can't happen." Is the bar you're setting that it has to be 100% IMPOSSIBLE under any circumstance for such a thing to happen? Sorry, reality comes with risks. If you're gonna leave your house in the morning and not live in a bubble, reasonable risk is involved.
As I already explained to you, these fears actually are not common statistically. What you should be much more concerned about is the rate at which trans people are sexually assaulted.
Would you have done it when you were 15? I wouldn't.
There are much easier ways to see naked people in 2022 than pretending to be transgender.

Weird that you won't just say whether you'd have done it.

You asked what would prevent a boy from doing such a thing. Obviously something would've prevented you. You don't see how that's relevant?
