Yes, 'Niyoga' meant sex for progeny. It was an accepted practice in Mahabharata times. Not only the husband's brother but anyone designated by the husband (in case of husband's inability to father a child) or the family (in case of a widow with no children) could father a child, and the child then had full rights as the heir of the family.
