Well if the government makes the law that allows for the exception then the government has an obligation to make sure a medical exception is real. The government is involved.

Which is why the government should not be making laws about this.

So you are ok with an abortion 8 months into pregnancy if the doctor and mother agree?

An 8-month abortion would be exceedingly rare. Such a case might be where the fetus is too big to safely get out of the woman without dismembering either the woman or the fetus. (Like severe hydrocephalus where the fetal head is swollen enormously.) It would be a gruesome choice. :/ If the healthcare provider makes that call, I would have to back them up on it.

Even aborting a healthy fetus at that stage would be more complicated than simply inducing labor or performing a C-section, which would make abortion on demand at that stage even more unlikely.

Doctors are already governed by State Medical Boards and and licensed by their respective States.
