Yes God is love and God not not judge but our actions do have consequences.
I agree that our actions have consequences but I do not pretend to know what those consequences will be. Only God knows.
Yes in the end all souls is back with God, but before that some souls have to do many reincarnations on this earth to get rid of karma.

I do not believe that everyone will go directly to heaven since that would not be just.
I believe in good karma and bad karma but I do not believe that anyone ever comes back to earth, since I don't believe in reincarnation.
As the Bible says, we will reap what we sow, and I do not believe in second chances, given what Baha'u'llah wrote:
40: O MY SERVANT! Free thyself from the fetters of this world, and loose thy soul from the prison of self. Seize thy chance, for it will come to thee no more.

I believe everyone will end up with what they are worthy of, which will be determined by God. Everyone does not have the same capacities and I think God will take that into consideration, whether they were believers or nonbelievers.
I believe the soul will continue to progress from the state it was in at the moment of death, so souls who made more progress in this life will be further ahead of those who made less progress.
“And now concerning thy question regarding the soul of man and its survival after death. Know thou of a truth that the soul, after its separation from the body, will continue to progress until it attaineth the presence of God, in a state and condition which neither the revolution of ages and centuries, nor the changes and chances of this world, can alter. Nobody except God really knows what will happen, but the excerpt below from a longer passage seems to indicate that only believers who were faithful to God will return to God, while others who were victims of self and passion will not progress but rather sink into the depths of hell.
“If it be faithful to God, it will reflect His light, and will, eventually, return unto Him. If it fail, however, in its allegiance to its Creator, it will become a victim to self and passion, and will, in the end, sink in their depths...”
