How does it explain the first person access consciousness experiences that we all are immersed in. Why would that be necessary for any of this?
Second, it has been quite clear for decades now that conscious event/decision awareness happens after pre-conscious activity or decision making. But this is how any hierarchical system works. In which company does the board of governors actually execute anything in real time. They are made aware of what has been executed in the last quarter and their effects on the company and they plan the strategy of what to do over the next quarter...which is sent to the lower departments who execute the policy on real time. That consciousness has this very similar high end function..has been known for the past 15 years at least. So what are they saying different?

I've always leaned to our unconscious mind being in control of it all, even our dreams.

The thread title is an overreach. What the authors of the paper are saying is that a lot of what we do is initiated unconsciously and then rationalized by the conscious mind.

That's a useful and modest finding if taken as such.

I think they described that clearly as "consciousness comes after the action".

It is, to keep with your analogy more like that the lower departments execute the policy and the board rationalizes them and records them.
Which is true for 99% of anything we do. It doesn't explain the 1% where we ponder a decision for quite some time and don't have to rationalize it after the fact.

It does not sound like a new idea even if interpreted in a different way.
We are more than just our body. We are mind, body and spirit and they all have a say in what we end up doing. The highest part is the spirit. Our spirit and/or mind can decide something consciously but the desires of our body can over ride what we want to do.
Many body functions are automatic and we have sometimes no control over them and at other times little control. So our mind can keep racing if we are in an agitated state for some reason. It is good that our body automatically does certain things before we are aware. Without that we would be hit in the eye before we could blink etc.
Imo our mind is our computer and calculator and our body is what we experience the world through and our spirit is the conscious part which is aware of the body and what the mind is thinking. The spirit makes decisions but is not able to resist what the mind and body are saying to do at times.

The link you gave does not seem to say what consciousness is, it just describes what they think happens.
