A big part of the definition is it is done by law enforcement. If they didn't act in ways to cause, regardless of what happened it is not entrapment. It's something else I don't know what.

I stand by my desire to entrap politicians...& civil servants.
Let them fear getting caught doing evil.

Id rather just cut it from their perks. Their performance reviews are consistently crap. They don't work. Other than pay until the nation gets going again they should lose all perks.
But never get frivolous benefits like haircuts again. Taxes are society, not Congressional personal grooming.
