This assumes that the dreams is the mechanism that makes signs and wonders happen. I don't think this viewpoint reflects reality.

How can mere dreams make a sign or wonder happen?

Although dreams are usually pretty mundane, a person can from time to time have an extraordinary dream where they solve a great problem or gain some lasting insight into their life. I would not call these things "magic powers."
