Second Cold War: Already Happened or Will Happen?

Since Russia has become more open to the world and is not governed by a socialist regime anymore, why do the West and Russia have all of this tension?

What you think ,it's already happening or will happened soon?

No, he means the Cold War, from the end of the Second World War to about 1990, when the Soviet Union fell.

To give you my opinion it is because of the re-emergence of a more imperialistic leader of Russia. Putin wants to bring Russia back to the Superpower status of the old USSR. The increased modernization of the Russia military is expected to continue into 2016 and beyond. Putin wants to replace 70 percent of Soviet-era military hardware by 2020, including 50 new warships for the navy, hundreds of new fighter jets and thousands of new vehicles for the ground forces. As the US retreats from trying to be the dominate power in the world, Russia sees this as an opening to increase their influence. More and more countries are looking at Russia and China as the new Superpowers. Russia and China are the common denominators, as in so much geopolitics these days. It is proposed to shrink the US military to pre-WWII levels.
