Should the number of homes one can negative gear on be capped in Australia?

Read this report on the ABC;

The key take aways in my view were;
- 'at least 2,500 investors in Australia who own or part-own 10 or more rental properties.'
- 'the data highlighted how many of the benefits of negative gearing and the capital gains discount went to the largest investors.'
- 'ABS data showed only about 23 per cent of investor loans were for new housing.'

I wasn't honestly sure if it is worth debating this since the government doesn't plan to take any changes to the next election, but perhaps it's interesting enough to discuss anyway in my view.
