Something We All Can Agree On

Bridging the Gap Between Believers and Skeptics
I think all of us would agree with this quote by Winston Churchill.

Apart from not having a dog or living there?

I have a dog and I live about 10 minutes walk from where I took that photo about 30 minutes ago to annoy my wife who is currently freezing her butt off in Las Vegas.

Edit to add: Although @Subduction Zone probably calls it a water or a liquid instead of a river.

Hard to say. A river implies water flowing in one direction. Is there any flowing going on there?

Those are the ingredients that go into it, but they are not the final ingredients. Magic happens via chemistry.
It does, I used to brew it myself (from the raw ingredients, not with kits that utilise malt extract - yuk). The % of alcohol is determined by (amongst other things) the type of yeast. The fermentation of some yeasts create the sugars but with little alcohol. Another method used is "arrested fermentation." It's just been "traditional" to use yeasts that produce higher percentages of alcohol. I think wine can only be de-alcoholised, but this is not the case with beer.
