If a the Spirit moves a man to speak in tongues in a meeting of the church He will also move one to interpret as He wills and the others will judge if it is from God.
The teaching is so clear.
Paul wrote that the gift of tongues [instant translation] Acts 2vs6,11] was temporary and tongues would cease according to 1st Cor 13v8.
What would not end would be the identifying mark of John 13vs34,35.
1st Cor 13v29 the 'prophets that speak' are the writings of the Hebrew OT prophets. The two or three mentioned in verse 29 is referring to the precedent Jesus set at Matthew 18v16 that out of the mouth of two or three witnesses a thing is established. So out of the Hebrew writings of the prophets of old speaking in agreement would establish what those judging would hear.
2nd Cor 13v1 also says at the mouth of two or three witnesses every matter would be established. The Hebrew prophets were witnesses so that we can verify the internal harmony between them by looking at what they wrote by topic or by subject.
It is the 'All Scripture that is inspired by God' [2Tim 3v17] that is the 'perfect' of 1st Cor 13v10. Once Scriptures were complete that which is 'in part' [tongues] is done away.
