This is a 2002 Japanese movie that really doesn't develop at all like a Hollywood suspense, drama or horror movie would.
It is very hard to talk about it in the Internet, and perhaps one shouldn't try too much. I see it as an attempt at warning about certain social troubles. There are at least two key scenes that I find quite revealing, one of which reminds me a bit of Battle Royale's lighthouse dilemma.
I haven't finished it yet (completed scene 9 of a total of 13). But it is already clear that the lyrics of the young singing group, "Dessert", are to be listened to. Maybe I will rewind the movie and start again.
All in all, a very Japanese movie, which hopefully can be of useful reflection for "Westerns" as well.
