I heard from Algerian witness in France24 that that the terrorist drove at maximus speed at the sidewalk ,through famillies (babies,women...etc) , from all nationality, Maghrébin(Algerians,Tunisians),Americans ,French ....etc

There IS one very good reason, but that reason is very unpopular.
France declared war against ISIS at 2015 .
I think the world paying their bad position by supporting "rebels" terrorists in Libya and Syria and Iraqi conflict.

Islamic extremism.
France is reasonably accessible to extremists from Africa and the Middle East and has earned a convenient boogeyman in the living memories of many an African or Arab, due to its colonial past and the Sykes-Picot Agreement.
I suppose having a frankly secular government and culture is not making it any less attractive a target to Muslim terrorists either.
