Good! People who text while walking are annoying and they cause accident. This isn't nanny-state, this common sense. I keep getting bumped into by people who are not looking at where they are going. They also do it while crossing the street which is dangerous to them and others. But if I created the laws instead of fining them I would make it lawful for the general public to beat the stupid out of them.

Accidents all too often affect those other than just the one causing it.

What's next, making it illegal to read and walk? Check your phone and walk? Inspect your ice cream cone and walk? There are millions of ways people can get distracted while walking. If you can't figure out that road hazards like this effect the public, not just the individual (car swerves out of the way into other motorists, people are knocked into danger or get hurt in the fall, damages to persons and properties outside the individual by these accidents) then there's no helping you.
