Telling businesses what they can and cannot do is exactly what local lawmakers are for ya nugget.
And our glorious supreme chairwoman is indeed very proud of our loyal and patriotic lawmakers who unceasingly meets the needs of the great people's state beyond all expectations , and to the greatest highest happiness of the hotel owners who are very appreciative of the intervention of the great people's party here, saving them the disgrace of issuing those dirty filthy bottles that pollute the great glorious motherland of this fine empire.

Sounds like New York wants their guests to smell like everyone else once they get back to the street.
Red dragon smell is very popular here in the People's Republic, particularly the Lower East Side of our Empire also famously known for its scented "lace curtains".

Yes true Peoples Republic run hotels should never offer small bottles and toiletries so the thieving customers cannot take any of it home with them, and then having them throwing those bottles in the ocean.

Thanks to our Supreme chairwoman of the Glorious People's Republic of New York, people won't have to run and waste resources to get to the ocean just the toss in those bottles.

One could smell the fresh People's Republic air already!

Dreadful! I’ve heard they fine people for littering too, and want to reduce ‘pollution’. Since the entire aim of communism is to reduce plastic waste, I’m sure the Chinese prez will be delighted.

Corn cob pipe is the way to go. That's how I take my cherry cavendish on the very rare chance I use tobacco. It reminds me of my grandfather. I am personally not a smoker but now and then I enjoy some with whisky.
Oh man, I miss my pipe. Haven't smoked pipe tobacco since my last deployment.

You should make it your mission in life to inform the citizens of Denmark, Finland, Australia, Japan, Singapore and many others - where the cleanest streets and cities in the world are to be found - that, unknown to them, they are actually living in communist states, with their every act dictated by an autocrat! The rest of us must try to increase pollution and waste as much as we can, it’s the only way to ensure we don’t suddenly become communists.
