This is one of the most ridiculous things I've ever heard of. Try doing that with Trump Tower.

It's a ridiculous example. It's not like this is how all government systems are. I just thought it was amusing.

Of course you could do that with the Trump Tower the same way they filed false documents for the Empire State Building. In either case you'd potentially be prosecuted for the crime of falsifying documents (and maybe even perjury if the local law requires any of the documents to be sworn or verified). ANd you'd certainly be slapped with a "slander of title" civil action in which you'd pay damages, including your opponents' attorneys' fees.
