I thought it was incompatable with being a descendant of Judah. I am not aware that any full descendants of Judah who are black. How would that be possible?

Israeli =/= Israelite.

Israeli is being a citizen of the Israeli state (Israel). Israelite is being a descendent of Israel (Jacob).
